The manufacturer added rails and fins to make the surfboard durable and make it last for at least a few years hidden in your garage. Although the IXPE deck provides the board with resistance, it makes your equipment slippery. This is not particularly great for those whose balance has not yet been developed. That said, however, if the surfboard is waxed well before the use, you have nothing to worry about.
